Summary
The Special Competitive Studies Project has launched the Commission on U.S. Quantum Primacy, a bipartisan body charged with delivering a national strategy to keep the United States in the lead on quantum technologies. The effort is framed as a whole-of-nation push that links quantum innovation to national security, economic strength, and long-term technological advantage.
CUSP is co-chaired by SCSP president Ylli Bajraktari and Senators Todd Young and Ben Ray Luján. Its 14 members span Congress, DARPA, national labs, academia, and industry, including leaders from IonQ, IBM, Google Quantum AI, SandboxAQ, IQT, Los Alamos, Sandia, Quantum Corridor, Playground Global, and the University of Maryland.
The commission will focus on three priorities that matter for cyber leaders. Build a secure quantum industrial base, preserve U.S. information advantage through quantum-era algorithms and secure architectures, and accelerate integration of quantum and classical systems for near-term operational use. It will assess the current ecosystem and publish policy recommendations, signaling clearer guidance on post-quantum ready architectures, supply chain resilience, and practical paths to deployment.
