India’s Department of Science and Technology has issued the Implementation of Quantum Safe Ecosystem in India report, a national roadmap to harden digital infrastructure against Q-Day. Chaired by Dr. Rajkumar Upadhyay of C-DOT and aligned to the National Quantum Mission, the Task Force lays out phased migration plans, standards for PQC adoption, and a national testing and certification framework to ensure security, resilience, and continuity.

The work was split across two tracks. TEC led standards, testing, and certification for quantum-safe products covering PQC and QKD. DSCI focused on crypto-agility, migration playbooks, and resiliency policy. The outputs are unified into a single plan that includes a 2027 to 2029 migration window for critical information infrastructure.

For CISOs, the message is clear. Start a full crypto inventory and risk triage now and prioritize CII systems on the 2027 to 2029 horizon. Build crypto-agility into architectures, plan pilots for PQC and where justified QKD aligned with emerging TEC and national standards, and prepare for conformity assessment via national labs. Update procurement and vendor requirements early to meet testing and certification milestones.
